Dangote signs $9bn deal to build oil refinery, petrochemical complex

 ABUJA—The Dangote Group Wednesday made history by signing of a combined $ 9.05 billion facility agreement with a consortium of local banks and international investors for the establishment of a refinery, and petrochemicals cum fertilizer complex in Nigeria.

Agreement
Under the agreement signed at a crowded ceremony in Abuja, a $ 3.3 billion medium term loan will come from local banks and international finance organizations; $2. 25 billion from the Economic Commission for Africa, ECA, and Dangote’s equity contribution of $3.50 billion.

The Central Bank of Nigeria, CBN, also made a contribution of N50 billion with interest rate of 7 per cent to be repaid in 15 years.

Chairman of the group, Alhaji Aliko Dangote, described the complex to be located at the OK-LNG Free Trade Zone, between Ogun and Ondo states, as the largest industrial complex in Nigeria’s history and that he embarked on the project as a demonstration of his confidence in the Nigerian economy.

His words: “As an investor who believes in Nigeria, knows Nigeria well and whose prosperity was made in Nigeria, we have responded to the challenge with our decision to invest $9 billion in a refinery/petrochemical and fertilizer complex to be located at the OK-LNG Free Trade Zone. This complex will be the largest industrial complex project ever in the history of our great nation.”

Lauds Jonathan
He commended President Goodluck Jonathan’s administration for creating the enabling environment for businesses to thrive in the country, saying “We are happy to inform your excellences that because of the improvement in the enabling environment for investment created during this present government’s tenure we have had excellent response from the international finance organizations and today we are here to sign the agreement for the medium term loan of $ 3.3 billion.”

Dangote said the project had effectively taken off, with the award of the Engineering, Procurement and Construction, EPC, contract to Saipem of Italy for the fertilizer plant, noting that the Basic Engineering Design and optimization for the refinery had also been awarded.

When completed, the chairman said, the fertilizer plant would produce 2.75 metric tons per annum of Urea and Ammonia; while the refinery would process 400,000 barrels of crude oil per day.

He said the refinery would produce a higher grade of Premium Motor Spirit, PMS, popularly known as petrol, compared to imported ones, saying “in addition to high grade petrol, the refinery will produce: diesel, aviation fuel, household kerosene, slurry as raw material for carbon black, as well as 650,000 metric tons of polypropylene per annum. Our mission is to through industrialization, reverse the historical trend of the export of foreign exchange and jobs and replace it with foreign exchange conservation and job creation.”

Dangote added that the recent discovery and development of the shale oil and gas in “our traditional markets has further stressed the urgent need for us to diversify our economy on a fast track to avoid a reversal of the current steady improvement in all indices of economic performance.”

FG’s transformation agenda working—Sambo
Speaking, Vice President Namadi Sambo, called on other rich Nigerians to emulate Dangote who had invested in several sectors of the Nigerian economy as a demonstration of its confidence in the Nigerian economy.

Sambo said: “Let me use this medium to call on other prospective investors to take a que from the Dangoste group by seizing the opportunities offered by our various investment incentives; our economic policies, adequate market size, vast natural resources, arable land, labour capital and friendly environment to invest massively in Nigeria. We remain the number one investment destination in Africa and indeed all over the world. We are resolute in our effort to offer all the necessary support and encouragement for the private sector to thrive. The transformation agenda and the Vision 20:2020 cannot be actualized without the active participation of the private sector.

“The administration of President Goodluck Jonathan has made significant inroads in the creation of the enabling environment for private sector investment. This ceremony underscores and it is indeed a testimony of the positive mark our policy measures and directives are making in stimulating private sector investment both from within and outside our country.”

The vice president said that the Dangote complex would go a long way to reduce products costs , increase industrialization and improve the general well-being of the people, particularly farmers who had been yearning for fertiliser to boost outputs.

He said with the coming on stream of the refinery and the petrochemical plant, “Nigeria will reclaim its place of pride as one of the largest exporters of fertilizer, refined products and other petrochemical products, to consolidate on its efforts in ensuring the rapid development and the contribution of Africa to the global economy.”

CBN to subsidise refineries
The CBN Governor, Sanusi Lamido Sanusi, who announced that the N50 billion cheap loan had been made available to Dangote for the complex, said that the institution was prepared to support the real sector of the economy by providing subsidies to create wealth across various sectors.

He said that the complex deal was made possible through “the culmination of the results of the various reforms that the CBN carried out under Professor Charles Soludo and himself to strengthen Nigerian banks to make them big enough to finance mega projects.

Sanusi addede that the the facility was ”a demonstration that Nigerian banks are lending to the real sectors of the economy”, adding, “lending to the agricultural sector has jumped by about 600 per cent since 1999.”

On her part, Minister of Petroleum, Mrs. Diezani Alison-Madueke expressed satisfaction with Dangote’s decision to establish one of the largest private refineries in the country and called on other investors to move into the sector as “Nigeria has the capacity to take more of these.”

In the same vein, the CEO of Standard Chartered Bank in Nigeria, Ms Bola Adesola, said: “Standard Chartered is proud to support the Dangote Group in a project which will significantly boost Nigeria’s economic productivity and create valuable jobs with specialist skills from key growth sectors. This project is an historic example of self-empowerment and leadership for the continent as a whole – and is made possible through effective partnerships between the Nigerian private sector, Government and international financial institutions. Standard Chartered remains committed to being here for good in Nigeria, and the region.”

Largest syndication by banks —Agbaje
The Managing Director of Guaranty Trust Bank Plc, Segun Agbaje said: “This is the largest syndication by Banks in Nigeria and it is being undertaken with the knowledge that the successful implementation of Dangote Refinery and Fertilizer project will have far reaching implications for Nigeria’s economic growth.”

Other participating banks are Access Bank Plc, Zenith Bank Plc, Ecobank Nigeria Limited, Fidelity Bank Plc. First Bank Nigeria Limited, Standard Bank of South Africa Limited, UBA Plc, FirstRand Bank, First City Monument Bank Plc and Diamond Bank Plc.

Jonathan lauds Dangote
Meanwhile, President Goodluck Jonathan pledged that his administration will continue to implement policies that will continuously improve the operating environment for entrepreneurs and investors in the Nigerian economy.

Speaking at an audience with the President of the Dangote Group and leading Nigerian investors and bankers, President Jonathan said that his administration was fully committed to progressively removing all impediments to investment in Nigeria such as inadequate infrastructure and unsteady power supply.

The President lauded plans by Dangote Group to build Africa’s largest refinery, petro-chemicals and fertilizer manufacturing complex in Nigeria and thanked the consortium of banks who are providing a $3.3 billion credit facility for the project.

According to him, “we are pleased that you are now investing in refining, petro-chemicals and fertilizer production. It is the downstream sector of oil and gas that can really create many jobs. Your interest and investment in that area will help in the area of job creation which we had been emphasizing. You are also helping us to move away from being a mere producer of raw materials by adding value to our natural resources.”

Alhaji Dangote who led the team from his company, the Manufacturers Association of Nigeria, MAN, and Nigeria’s leading banks had earlier told the President that they were at the Presidential Villa to thank him for his administration’s policies which have greatly encouraged further investments in Nigeria.

Alhaji Dangote was accompanied by Chief Executives of participating banks including First Bank of Nigeria, UBA, Stanbic-IBTC, Zenith Bank, Access Bank, Ecobank, Fidelity Bank, Guaranty Trust Bank and Rand Merchant Bank.

Speaking with State House correspondents after the meeting, Alhaji Dangote reiterated that Nigeria’s current fuel importation would end by 2016 when the proposed Dangote Petrochemical project come on stream

Alhaji Dangote said the project would create about 85,000 jobs for Nigerians at the initial stage and 8,000 engineers.

Others on his delegation included Chief Kola Jamodu, Mr. Femi Otedola, Mr. Jim Ovia and management executives of the Dangote Group.

Hong Kong (CNN) -- After the thousands of dead pigs, come the tons of poisoned fish.
The Fuhe River is the scene of the latest disturbing example of river pollution in China.
Authorities cleared about 110 tons of dead fish from a 40-kilometer section of the river in the central province of Hubei, the state-run news agency Xinhua reported Wednesday.
Images taken at the scene this week showed thousands of silvery fish carcasses blanketing large expanses of the river and its shore.

The cause of the deaths, provincial environmental officials said, was the discharge of high levels of ammonia into the water by a local chemical plant in Yingcheng, outside the city of Wuhan.
Samples taken at a water outlet from the plant on Tuesday indicated that ammonia density reached 196 milligrams per liter, a level "far in excess of the national standard," Xinhua reported, citing the provincial environmental protection department.
The World Health Organization says that natural levels of ammonia in groundwater are normally below 0.2 milligrams per liter and that surface waters can contain as much as 12 milligrams per liter.
The Hubei environmental authorities ordered the company that runs the plant, Hubei Shuanghuan Science and Technology Stock Co., to suspend operations at the plant and sort out its pollution controls, Xinhua said.
CNN made repeated calls for comment Thursday, but the company's office line was busy. Its stock was suspended from trading on the Shenzhen stock exchange Wednesday.
In an update Thursday, the environmental protection department said that a recent drought in the area had "caused (a) significant drop in water level, which decreased the river's capacity to hold pollutants."
Domestic sewage mixed with untreated waste from the chemical plant and a paper mill "have caused the biological crisis" in the river, the department said in a statement.  FULL STORY

Nigerian Army retires 10 generals

The authorities of the Nigerian Army have retired some top generals of the Army.
It was gathered that those retired were ten in number.
Among those affected were the former Director of Training and Operations, Defence Headquarters, Maj.-Gen. Lawrence Ngugbane, the former Commander of Training, Doctrine and Command, Maj.-Gen. Babagana  Mungonu, and the former Chief of Research and Development, Maj.-Gen. Obinali Ariahu.
A top military source said on Wednesday that the generals were retired because they had put in the maximum years in service.
The source said that the retirement exercise was routine and not punitive.
The source added that the retirement exercise was expected to take place every quarter of the year.
The source couldn’t give the names of the others affected in the exercise.
“It is true that some of our generals have been retired. The exercise is a routine one. It is not a punitive retirement, they have reached their terminal level.
“Some of them were asked to proceed on the compulsory terminal leave in June this year,” the source said.
Our correspondent could not contact the Director of Defence Information, Brig.- Gen. Ibrahim Attahiru, for comments as the calls placed to his mobile telephone line indicated that it was switched off or in an area outside network coverage... PUNCH

Ariel Castro, Cleveland kidnapper, found hanged in prison cell

(CNN) -- Ariel Castro, who was sentenced to life plus 1,000 years for kidnapping and raping three women, as well as murder, was found hanging in his prison cell Tuesday night.
Authorities found Castro, 52, hanging in his cell at the Correctional Reception Center in Orient, Ohio, about 9:20 p.m., the state's Department of Corrections said.
Prison medical staff tried to revive him but failed.
Castro was taken to The Ohio State University Wexner Medical Center where he was pronounced dead at 10:52 p.m.

Castro's brother-in-law, Juan Alicea, told CNN that the family was notified by the warden about 1 a.m. The family is angry, Alicea said, that it learned about the death from media reports first.
Castro was not a part of the general prison population, officials said.
"He was housed in protective custody which means he was in a cell by himself and rounds are required every 30 minutes at staggered intervals," JoEllen Smith of the corrections department told CNN in a statement.
"A thorough review of this incident is underway," she added.
No place in the world
In handing down a sentence last month, Judge Michael Russo told the kidnapper there was no place in the world for his brand of criminal.
Castro pleaded guilty to 937 counts, including murder and kidnapping, in exchange for the death penalty being taken off the table.
The charges stem from his kidnapping, rape and assault of three women: Michelle Knight, abducted in 2002; Georgina DeJesus, abducted in 2004; and Amanda Berry; abducted in 2003.
Castro is the father of Berry's 6-year-old girl, DNA tests confirmed.
Sylvia Colon, a family member and spokeswoman for DeJesus, said early Wednesday morning she had not heard about the death and had not yet spoken to her family about it.

"Your sexual health is a reflection of your overall health," says Ian Kerner, a New York City-based sex counselor and author of "She Comes First."
Researchers delving into the science of sex have found that getting down does everything from improve self-esteem to lower the risk of certain diseases. Conversely, if you don't have much of a libido, it can mean there's a problem.
"If you're not feeling sexual, that's usually an indication that something else is going on in your life," says Kerner. "You could be depressed, out of shape, you might not be eating right, you might be stressed out."
Identifying and addressing those issues is essential, says Kerner, because our sexual experience ripples into virtually every aspect of our lives.
Sexual activity offers some of these off-the-charts benefits, not available in pill form:
It might help your heart
Yep, a strong erection equals a strong heart. According to a 2008 study published in the Journal of the American College of Cardiology, erectile dysfunction (ED) is clearly linked to poor cardiovascular health.
Researchers studied 2,300 men and found that subjects with ED had a 58% higher risk of coronary heart disease. Though there are other causes of ED, if you find your... um, "friend" flagging, guys, get to your doc posthaste and you could potentially save your heart.
It may decrease your risk of prostate cancer
A 2004 study published in the Journal of the American Medical Association found that of 29,000 male subjects, those who had 21 ejaculations a month (whether with a partner or, um, alone) were significantly less likely to get prostate cancer later in life than those who had only four to seven a month.
It can help your job
Anthropologist Helen Fisher found that regular sex improves problem-solving skills, heightens creativity and fosters better cooperation (among other things) by releasing dopamine and oxytocin -- aka the happy-making chemicals in the brain.
It makes you look younger
That afterglow is no illusion: One study out of Scotland kept tabs on 3,500 European and American women and men who looked young for their age (seven to 12 years younger than they actually were). After tracking these lucky people for 10 years, researchers found that the No. 1 factor they had in common was regular exercise.
The number-two factor? Yep: a healthy, active sex life. In fact, most of the study participants had sex two to three times a week, all in the context of a committed relationship.
(Word to your mother -- and anyone else in the "sex should be meaningful" camp: Casual sex had no such beauty correlation.)
It eases stress
Right before orgasm, women often go into "a trance-like state," says Kerner, activating parts of the brain that greatly help with stress-relief. That's why he recommends regularly indulging in "comfort sex," the kind of nookie that happens in the same place, at the same time, using the same position.
It may not be enthralling, but it can help women quickly go into a deeply relaxed state.
It wakes up the brain
Just as important as comfort sex, says Kerner, are regular doses of the kind of sex that stimulates the imagination with fantasy and excitement.
"Sexual arousal is a combination of physiological and psychological arousal," Kerner says. "We often lose the mental component that's all about stimulating the imagination and the mind."
He also emphasizes the benefits of corralling all the "sensual pathways to sex -- sight, sound, touch, taste, smell."
So he encourages not only regular sex -- once a week, at least -- but also a sex life that includes it all: comfort, adventure and all the senses.
The pro-sex studies seem practically endless: Sex improves sleep, happiness, Kegel strength -- just about anything you can think of. So if you're in a sexual rut, do what you need to do to get out of it.
"Walk around for half an hour and [view] the world as a sexual being," suggests Kerner. "Appreciate sexy people, smells, all of it."
If you haven't been feeling sexual lately, figure out why. See your doc if you suspect the cause might be medical. Otherwise, address it by going to the gym, getting a new outfit, whatever.
"When they start having healthy, connected sex, it's amazing how people's lives brighten up," says Kerner. "They become inspired to lose weight and take care of themselves, they feel loved, more satisfied, and they're less likely to be distracted by workplace irritations.
"Having a healthy sex life contributes to your health in so many ways."

IF those that wanted to snuff life out of the philanthropic and amiable popular transporter and Chairman of Young Shall Grow Motors, Chief Vincent Obianodo, had succeeded, his last words on earth could have been the wild exclamation which he uttered as soon as the hoodlums started firing volleys of bullets into his car, penultimate Tuesday.

Sources said the armed police Inspector who was in front of the vehicle he was driving, a Lexus SUV, revealed that as soon as the gun-totting hoodlums blocked the Chief’s car with theirs and started pumping bullets into it, bewildered Chief Obianodo who was earlier trying to deem his vehicle light for them to have easy passage exclaimed loudly in Igbo language; ‘Dike Anaaaaa’ (The great man is gone).

Sources said that after he was hit on the left shoulder, the transport magnet laid flat on the steering wheel as bullets were flying left, right and centre. That cry seemed to have spurred an Inspector of Police, Simon Ogbueshi, who was sitting in front of his vehicle to action as he quickly reacted by releasing volleys of bullets from his own weapon towards their attackers.

A police source said the Inspector of Police is attached to B.OPs, Patrol and Guard at the Lagos State Police command, Ikeja and has been working with Chief Obianodo for two years, as a guard. The source who described the action of the Inspector as ‘the only saving grace ‘ said as soon as the bandits blocked Chief’s car with theirs, they came out firing towards the two cars in the convoy.

According to him, “That exclamation from the chief moved the police Inspector and he quickly used his body to act as a protective shield against that of Chief Obianodo. The source said Ogbueshi took that risk because he could not think of allowing the transporter to be killed like a chicken. That was why he covered the chief who had already collapsed on the steering after he was hit by bullets, and subsequently the Inspector engaged the hoodlums in serious exchange of fire. After sometime, he pretended as if he was dead and just laid on top of the chief.

“At that stage, one of the attackers came out from their vehicle and approached that of chief with a view to finishing what they started, not knowing that the Inspector was closing in on him. As soon as he approached their car, the gallant Inspector released several shots into his large frame and he laid dead, clutching his AK 49 fully loaded gun. His gang members however, tried to sustain the firing and at that stage, the Inspector devised a new strategy. He tried to quickly slip out of the car, aim at their driver and demobilize their vehicle. Unfortunately, as he was discreetly stepping out of the car, his legs slipped and he fell into a ditch.

“The ditch is so deep that it swallowed both the Inspector and his gun. While inside the ditch, he was still making frantic efforts to accomplish his mission while the attackers concentrated on firing at both the Chief’s car and his back up pick up security van occupied by two other policemen and Chief’s driver. Unfortunately, they succeeded in killing the police constable in the backup car and the driver before the Inspector managed and raised himself from the ditch and also released another round of bullets into their vehicle thereby shattering the back windscreen.

That was when the attackers quickly jumped into their car and sped off. It is believed that some of them must have been badly injured after the exchange of fire and could not have gone far if the chief’s security aids had received back up from the police.

“The Police from Festac division only approached the scene of the shooting after they saw the Inspector in uniform coming out from the ditch. They were then showed two of the attackers who were gunned down with their heavily loaded weapons. Six loaded magazines were seen inside the bag of the first dead suspect.

“Interestingly, while policemen were still going through the contents of his bag, his phone started ringing stridently. It was also recovered by the police. The brave Inspector who has served the force in different states of the federation for over 32 years is from Udenu L.G.A in Enugu State and is married with two children. Luckily, he had only a sprain on the leg after the deadly encounter.”

Investigations carried out by Crime Alert revealed that the first attacker that was gunned down is a popular auto dealer at Amuwo odofin area of Lagos State and is reputed to be seen frequently in police circles in the area. A source that refused to be named said also that the motive for trying to assassinate Chief Obianodo may not be far from recent clash between a popular night club owner in the area and the Police in Festac.

The transport magnate was reportedly said to have intervened on behalf of the young Club owner making it impossible for him to be intimidated or run out of his business. This, the source continued, may not have gone well with some people, hence the attempt on his life.

Close associates of the wounded Chief intimated Crime Alert that he was flown out of the country last Monday in an air ambulance to USA. The Chief was reported to have asked his aids after he recovered from the shock in a private hospital in Apapa, “why did they want to kill a man like me that is feeding not less than 10,000.00 Nigerians? Would they be able to feed all these people?” The associates also disclosed that a top Oba in Lagos State presently holidaying in London, played positive role in flying Chief Obianodo out of the country for better medical attention.

Restoration of sanity
They also said that the traditional ruler was shocked when he learnt of the ignoble role played by the police in Festac, both during and after the incident, and promised to take it up with police authorities in order to restore sanity in the area.

According to one of his associates, “we pleaded passionately with the respected Oba to help us and transfer the case out from Festac because we have no confidence in getting justice there.

We know that the commissioner of Police is a no-nonsense officer and he is not aware of the goings on in Festac police area, so we pleaded with the Oba to intervene on our behalf and we know that CP Manko, going by his track records, must crack this case in no distant time, if taken out from Festac.”

Meanwhile, Crime Alert gathered from Police sources that Lagos State Police boss, Umaru Manko has given the police in Festac matching orders to round up perpetrators of the act or face sanctions.

A similar but different ball game in Enugu

In March 2, 2013, a similar scenario played out in the coal city of Enugu after which the visiting Commissioner of Police, Kwara State, Mr. Chinwike Asadu was brutally mowed down..

The approach of his attackers was significantly similar to that of those that attempted to kill Chief Obianodo last week in Lagos.

Late Cp Asadu was on the wheel together with three armed police officers. He was approaching his residence when the gun-totting hoodlums blocked his car with theirs, approached and dragged him out of the car before noticing that the policeman at the back of the car was carrying an AK47 rifle.

Infuriated by the sight of danger, they subsequently opened fire thereby killing the Cp instantly before spraying bullet shots at the armed policemen at the back of the car. His guards miraculously survived the attack after sustaining varying degrees of injuries.

The only difference however, is that while the security aide with the CP waited for the attackers to wreak havoc before attempting to save his own life in spite of his vantage position, that of Chief Obianodo, Inspector Simon Ogbueshi, exhibited exceptional bravery by, not only protecting his boss with his frame, but reacted sharply and shot dead, one of the attackers that was approaching, armed with an AK49, to finish the job of killing his boss. SSS hands over teenage stowaway to Edo govt

The Department of State Security Services on Tuesday handed over teenage stowaway, Daniel Oikhena, to the Edo State Ministry of Women Affairs and Social Development.
Daniel, it was gathered, was brought in from Lagos two weeks after he was discovered in the tyre compartment of an Arik plane on a flight to Lagos from Benin. He was, however, denied access to his mother, Mrs. Evelyn Oikhena.
Daniel had been in the custody of the DSSS in Lagos, before his release to the Edo State Government.
Journalists and family members were denied access to the teenage boy at DSS office in Benin, as he was being handed over to ministry officials amidst tight security, at about 12pm.
The mother, it was further gathered, was not allowed to see her son when she visited the ministry.
Speaking with journalists, Mrs. Oikhena lamented that efforts by her to meet with the son was rebuffed by the ministry officials.
She said, “I was not allowed to see my son at the SSS office when I was told he was there. I went there but they said they have taken him to the ministry of women affairs. I was given a number to call, but I have been calling the number but there has been no response.”PUNCH

House leaders back Obama on Syria

The leaders of both parties in the House of Representatives emerged from a White House meeting to endorse U.S. military action against Syria, with House Speaker John Boehner saying only the United States has the "the capability and capacity" to respond to the use of chemical weapons. House Minority Leader Nancy Pelosi added that Washington must respond to actions "outside the circle of civilized human behavior."
